Cooperative Interagency Resources Coalition
Cooperative Interagency Resources Coalition develops relationships between San Diego County public agencies in order to share important services, products and resources, thereby saving public funds. Participating agencies include fire departments, water and sewer districts, public utilities, and cities. The San Diego County Water Authority facilitates cooperative efforts via CIRC. Escondido Creek Watershed Alliance
Escondido Creek Watershed Alliance is a group of public and non-profit agencies recognizing that a healthy, natural environment is attractive to new business and is an anchor for existing businesses in the county, as well as a foundation for overall quality of life for residents in the Escondido Creek watershed. As a result, the alliance is dedicated to a coordinated, comprehensive conservation strategy in conjuntion with responsible development in the watershed. Participants include the cities of Encinitas, Escondido, and Solana Beach; the County of San Diego; the Escondido Creek Conservancy and the San Elijo Lagoon Conservancy, non-profit agencies; as well as Olivenhain Municipal Water District, San Dieguito Water District, and Santa Fe Irrigation District.

The Escondido Creek Conservancy
The Escondido Creek Conservancy is a non-profit, public benefit corporation, incorporated in 1991, dedicated to the preservation, restoration and protection of the natural open space within the Escondido Creek watershed. OMWD has worked closely with the conservancy on several projects, the most notable of which has been the joint operation of the Elfin Forest Interpretive Center Honoring Susan J. Varty. Located at OMWD's Elfin Forest Recreational Reserve, through which Escondido Creek passes, design and construction of the center was funded by a $68,000 Land and Water Conservation Fund grant to OMWD and over $500,000 in private donations raised by the conservancy. The agencies have since worked together to preserve 145 acres of open space in Elfin Forest.
