Our free online billing and payment system is now available to avoid late fees and save time. New customers will need to enroll to view their account balance, access electronic billing statements, make one-time payments, or sign up for AutoPay using their bank account.

Mail your payment and bill stub in the envelope provided to OMWD's lock box address (see bill stub).  Allow five business days for delivery. Be sure to write your account number on checks or money orders. OMWD will return all post-dated or unsigned checks to customers and penalties may result. A $30 returned check fee will be assessed to customers whose checks are returned by their banks for any reason.

Drop off payments at the OMWD office during working hours - Monday through Friday, excluding holidays (8 a.m. to 5 p.m.). We are located at 1966 Olivenhain Road, Encinitas, CA 92024. A drive-up drop box is available in the parking lot near  the flag pole for after-hours payments.

You may also sign up for our ongoing Direct Payment Program by printing and signing this form. The total amount due for your water bills will be automatically deducted from your checking or savings account on the 15th or 25th of the month. You will choose the date when you sign up for the program. If you are already signed up for this program, you should not sign up for it again through the online billing and payment system.

OMWD accepts VISA, MasterCard, American Express and Discover for credit card payments. There is a $3.95 convenience fee associated with each credit card transaction.
