Ed Sprague Named President of OMWD’s Board of Directors

At Olivenhain Municipal Water District’s board meeting on Wednesday, Directors Bob Topolovac and Jerry Varty were sworn in following their November re-election, and the Board of Directors unanimously elected Ed Sprague as its next president. In addition, Mr. Topolovac was selected to serve as vice president, Larry Watt as treasurer, Christy Guerin as secretary, and Mr. Varty as director. These officer positions are effective for the 2015-2016 term.

As the gavel was passed to Mr. Sprague, Mr. Watt and Mr. Topolovac were honored for their past presidency.

Mr. Sprague was initially appointed to serve on the board beginning in 2008, representing OMWD’s Division 5. He previously served as president from 2009 through 2012.

Currently Deputy Fire Chief for North County Fire Protection District, Mr. Sprague has represented OMWD on the California Special District Association’s Education Committee and has served on OMWD’s Ad Hoc Finance, Ad Hoc Outreach, and Ad Hoc Facilities Committees. He also achieved in 2010 the Recognition in Special District Governance certification from the Special District Leadership Foundation.

“As we continue to face drought conditions and wholesale water rates continue to rise, it’s important that OMWD maintains a focus on diversifying our water supplies, protecting our ratepayers, and ensuring consistent delivery of high-quality water,” said Mr. Sprague. “I look forward to leading our district through this drought and upholding a tradition of steady and sensible leadership at OMWD.”

Bob Topolovac, the incoming vice president, is the longest tenured of OMWD’s directors. He was originally appointed to the board in 1999.

Christy Guerin was originally appointed to the board in 2011. In addition to her role as secretary, Ms. Guerin also serves as OMWD’s representative to the San Diego County Water Authority.

Mr. Sprague assumes the presidency from Larry Watt, who has served as president for the last two years. Mr. Watt was first appointed to the board in 2011.

Jerry Varty, previously the board’s secretary, was originally appointed to the board in 2009.
