OMWD Board Recognizes Outgoing Member Larry Watt for 12 Years of Public Service

At its November 6 meeting, OMWD’s Board of Directors honored Board Secretary Larry Watt for 12 years of dedicated service to its ratepayers. Mr. Watt did not seek reelection for another term, and this was his last meeting as a board member.

“Mr. Watt will be missed,” said Board President Christy Guerin. “Our ratepayers greatly benefited from his knowledge and experience from over 40 years of devoted public service.”

Since 2012, Mr. Watt has represented Division 2 of OMWD’s service area, which includes portions of the cities of Carlsbad and Encinitas. He served three terms as president from 2013 through 2014, from 2017 through 2018, and from 2021 through 2023.

During his time with OMWD, he participated on a variety of committees, including the Finance, Personnel, Safety, Public Policy, Conservation, and Elfin Forest Recreational Reserve Executive committees. Mr. Watt also represented OMWD on the Association of California Water Agencies Joint Powers Insurance Authority board.

Before joining OMWD, Mr. Watt retired from his position as City of Encinitas’ Director of Public Works, a capacity in which he achieved significant water-related experience as General Manager of San Dieguito Water District. Mr. Watt also served as Interim City Manager for the City of Encinitas in 2015. Previously, Mr. Watt served as head of the County of San Diego Department of Public Works’ Transportation Division, and also spent time with California Department of Transportation.

In total, Mr. Watt brought over four decades of public works experience to OMWD’s Board of Directors.
